The subject property (the ´site´) is located to the west of the village of Reed adjacent to the A10. Reed is located 6km (3.7 miles) south of Royston and 25km (15 miles) north of Ware.
The site comprises a rectangular and flat greenfield parcel of land which extends to a total area of approximately 1.08 hectares (2.67 acres).
The area edged in red, which is for sale, extends to approximately 0.7ha (1.73 acres).
The area edged in blue, to be retained by the Vendor, extends to approximately 0.38ha (0.94 acres).
The North Hertfordshire District Council emerging Local Plan for the period 2011-2031 identifies the site for proposed housing allocation RD1.
The allocation proposes an estimated 22 dwellings. Affordable housing would be required at 35% of the total number of dwellings i.e. 8no. of 22 dwellings. The affordable dwellings would include 5no. rented plus 3no. intermediate affordable/shared ownership.
The Buyer is to obtain, at their expense, full planning permission for all 22 dwellings on the whole site plus all associated infrastructure works relating to the site area edged red and blue on the attached plan.
The Vendor will retain the area of land shown edged blue on the attached plan with independent access via its frontage from the highway in Blacksmiths Lane for 8 dwellings including; 2no. 2 bedroom semi-detached bungalows and 6no. 3 bedroom semi-detached houses all with parking spaces to the LPA requirements and rear garden cycle storage/sheds.
The Buyer is to purchase the remaining land shown edged red on the attached plan for 14 dwellings including the provision of 8no. affordable housing units and to be served with a new access road independent of the Vendor´s retained land. The Buyer to provide, at their expense, all mains services to all 22 dwellings.
A Build Agreement will be entered into between the Buyer and the Vendor relating to the construction by the Buyer, at their expense, of 8 dwellings within the Vendor´s retained land. The Build Agreement will provide for The Buyer to grant a first legal charge for the benefit of the Vendor over the Buyer´s site area for the 14 dwellings as security for the obligations contained within the Build Agreement in respect of the Vendor´s 8 new dwellings.
The Buyer is to be granted a period of 12 months within which to submit and obtain full planning permission, at their expense, for the 22 dwellings and a further 6 months within which to obtain discharge of any planning conditions requiring to be discharged prior to the commencement of development and the outcome of any pending planning appeal.
The Buyer is to commence construction, at their expense, and within 3 months of the discharge of the pre-commencement planning conditions or within 9 months from the grant of planning permission, whichever shall be the sooner, for (a) the erection of the 8 new dwellings to be retained by the Vendor and (b) the associated infrastructure required for the 8 dwellings of the Vendor and to complete all such works within a period of 18 months from commencement.
The Buyer shall erect, at their expense, timber screen boundary fencing to the new boundary between the areas edged red and blue on the attached plan (other than allowing for the continued access route of the public footpath) and being for the creation of separating the land to be retained by the Vendor from that to be purchased by the Buyer.
Utilities search results reveal that the following mains services are available within the vicinity of the site area (a) mains water supply and electricity apparatus within Blacksmiths Lane and Ermine Street (b) BT apparatus and public foul sewer within Blacksmiths Lane.
The Buyer to provide, at their expense, mains electricity, water, foul drainage, telecommunications and wi-fi connections to the Vendor´s retained dwellings and to enter into any wayleaves or adoption agreements as may be required by the statutory providers.
The freehold of the property, as shown edged in red on the attached plan for illustrative purposes only, is offered for sale with vacant possession on completion.
