Local Development Frameworks

The Planning and Compulsory Purchase Act 2004 established a new framework for development plans and local planning authorities across the region are beginning to roll out new plans. We will all have to get used to the terminology of Local Development Frameworks, Development Plan Documents, Area Action Plans and Supplementary Planning Documents. Now is the time to seek to influence this new generation of plans......and to understand their implications for your land and business.

It is more important than ever for land and property owners and developers to get involved in the plan making process if they are to develop robust investment strategies, to protect their long term interests, and to maximise asset values...

At Cheffins we can:

  • monitor the emerging development plans to identify development opportunities and advise on policy implications for landowners;
  • submit representations to Local Development Documents and give evidence at Public Examinations, seeking to influence policy making for our clients' benefit.

Cheffins acts mainly for private landowners and has submitted representations to many of the Local Development Frameworks in preparation in the sub-region, but it has also acted for the local organisation Cambridgeshire Horizons on behalf of a number of local authorities. Recent involvement in major representations includes:

  • The promotion of a site for a major extension on the north side of Ely, which could involve around 1200 houses and a new neighbourhood centre and school;
  • Participation in the steering group to promote the Cambridge East development which will be the principal growth area for the city of Cambridge;
  • Reviewing the emerging Cambridgeshire Waste Development Framework on behalf of Cambridgeshire Horizons and recommending changes in approach to ensure its soundness.
  • In addition, numerous representations have been submitted on behalf of individuals or companies seeking to secure the longer term development of land for residential or employment purposes or to secure changes to planning policies which could affect their interests.
